Expands a topic into an ordered set of chapters, each with a title and bullet points, written onto
drafts[]. Run this immediately after Create an outline.

Passing prompt again here is intentional — it lets you generate chapters from a different or
more detailed brief than the one the outline was created with, without creating a new outline.

Review the result with Update an outline before generating a script; the
chapter set determines the slide count of the finished video.

5 requests per minute, 60 per hour, per account. The limit applies to API callers only —
traffic from the Elai editor is exempt. Read X-RateLimit-Remaining-Min and
